Ukrainian case can better be understood in terms of analogy with divided Korea. Even virtual administrations on ‘temporarily occupied territories’ do exist in Kyiv as well as in Donetsk & Luhansk. Korean administrators sometimes serve tens of years in such sinecure offices.
