This is something Biden, Blinken, Sullivan (or their speechwriters) were unable to comprehend. Maybe under President Burns US foreign European policy of the interplay with Russia could be more efficient, for Burns has a good knowledge of Russian matters. I hope he’ll choose to throw a hat into the ring someday.
