On the contrary, it seems to me that if Putin can be said to have any semblance of coherent strategy during the first week of the war, then it could have been cheaply mimeographed from shock-and-awe American invasion in Iraq. However, Russia spent almost the same amount of rocket weapons in 80+ days and nights that the US used against Iraq during the first couple of days. The density of their shelling just wasn't enough to prevent opponent's rollback after the initial knockdown.
