Near the surface, atmosphere of Venus is deadly quiet most of the time; pressure and heat are the main threats. The higher in the clouds, the faster winds are (creating superrotation effects, for Venus is rotating not only in a retrograde manner, but very slowly at that). But we lack currently any reasonable tech for creating a floating colony in the higher layers of the atmosphere, where even infamous sulphuric acid would not pose a threat for a properly shielded craft or habitat.

Fastest hurricanes in the Solar system rage, for some unknown reason, on Neptune, the farthest and second-coldest planet. Wind energy there could be very profitable, but, again, only for cloud cities, and I wouldn't imagine anyone desiring to live there for reasons other than the outpost duty, early warning extrasolar threats system or something like.
