To the extent in which Joe Biden still comprehends the world outside of his skull,

he seems to follow an example set by Edward Longshanks in Braveheart:

Rockets and tanks cost money, better use up the Ukrainians.

Edward I added that the dead cost nothing, today they very much do, looking at the recent scandal about illegal human transplants taken from heavily wounded, yet alive, soldiers in Ukraine (source in Russian, but the newspaper itself is Ukrainian).
