I think sometimes that, alas, quintessential feature of the Second Elizabethan Age, in striking difference from the First, became HM the Queen's pertinacious abstinence from meaningful action even in situations when not only the UK, but the history of the world would have profited from her refusal to give Royal Assent (see, e.g., Brexit). And damn it with constitutional crisis. ;)
It might be a coincidence that under Elizabeth II the British Empire shrank to shadow of its former self, and could shrink even more, had the Scotland secession referendum succeeded, while under Elizabeth I it began ascent towards point of historically unprecedented control over Earth’s surface. Probably the cat was destined to fall from Crown Royal bag into Thucydides trap, though transfer of global power mantle from London to Washington didn’t require war. But still it might be not. After all, I’m a foreigner. And, being Russian by great part of mixed ethnicity, I could never be honest British monarchy sympathizer. ;)
