I envisage some resemblance to Edwards' shell universe framework, where the Known Universe is supposed to consist of concentric zones of space, each having a uniform CMB temperature. Also, Vernor Vinge in his Zones of Thought universe described Galaxy as divided into concentric volumes with fractal borders, which reflect fundamental differences in physical laws, first of all in limit speeds the information processing could be executed at.

Edwards thinks that CMB photons originating at the Ni-styled shell are redshifted as they move towards the interior space, losing energy and momentum to spacetime graviton filaments; regions of space closer to the origin than the Milky Way reside at higher points in the gravitational well. In his model, gravity essentially arises not from retraction, but from refraction of CMB photons, so a somewhat bizarre optical-mechanical analogy reaches farther than mere gravitational lensing and light bending relativistic effects. I recommend you to sample his work, it almost reads as a top-notch hard science fiction, yet could turn out close to real state of affairs.
