About Luhansk I'm inclined to agree, sure; LPR and Russia reached symbolic success there when in early July Lisichansk fell, thus eviction of Ukrainian forces from LPR-claimed territory has been completed. But even there, around Luhansk demarcation line, conflict actually seemed frozen for a good bit of last 7 years. And for all the foreseeable future, honestly, I have very dark feelings about renovation of this land. It could be totally destroyed during waves of advances and retreats dotting timeline of war on attrition.
